So you’ve chosen your study program and your preferred university in Moldova? Great! Now it’s time to take care of the practical aspects: checking if you meet the entry requirements, preparing your application, gathering required documents, and keeping track of deadlines.

Please keep in mind, that some Universities may add their own requirements, thus make sure to check the admissions rules of every University, that you are planning to apply for (list of all Universities)

General Admission Regulations for International Students

Moldovan universities welcome international students from all over the world. Admission is open to candidates regardless of nationality, gender, ethnicity, social background, or place of residence. Equal access to education is a core principle of the Moldovan higher education system, ensuring fair opportunities for all applicants.

The enrollment of international students in Moldova may take place through several different avenues:

  • Bilateral agreements between Moldovan institutions and foreign universities that facilitate academic exchange;
  • International conventions and interstate agreements to which the Republic of Moldova is a party;
  • Individual applications based on direct contracts between the student and the university.

Regardless of the pathway, international applicants must meet the legal and academic standards established by Moldovan legislation and the internal regulations of each institution.

Who Is Eligible?

Any foreign citizen can apply for studies in Moldova as long as they fulfill the basic admission criteria. These generally include:

  • Minimum academic qualifications appropriate to the level of study (e.g., high school diploma for undergraduate programs, Bachelor’s degree for Master’s, etc.);
  • Proof of language proficiency in the language of instruction (Romanian, Russian, or English);
  • Compliance with document legalization and translation procedures in accordance with Moldovan law.

Each university reserves the right to determine additional academic or administrative requirements depending on the field of study and the form of study (full-time, part-time, distance learning, etc.).

Application Procedure

In order to issue the confirmation of study entitlement by the Ministry of Education and Research of Republic of Moldova and to prepare the invitation to studies, it is necessary to send the  copies of documents mentioned in the List of necessary document. After the documents are examined by the Ministry of Education and Research of the Republic of Moldova and the confirmation of study entitlement will be issued, the invitation procedure will be finished only after transferring the admission fee (100 EUR) into the University’s bank account.

Required Documents

To apply for studies at a higher education institution in the Republic of Moldova, international candidates must prepare and submit the following documents:

  1. Application form, according to the format provided by the chosen university.
  2. Copy of a valid national passport, with a minimum validity of one year from the intended date of entry into Moldova.
  3. Copy and legalized translation of the marriage certificate, if applicable and if not issued in a widely spoken international language.
  4. Certificate of completion of preparatory training courses for foreigners, if such courses have been attended.
  5. Copy and legalized translation of the high school diploma (baccalaureate) or equivalent, for admission to Bachelor’s or integrated study programs.
  6. Copy and legalized translation of the Bachelor’s diploma and its academic transcript/supplement, for admission to Master’s programs.
  7. Copy and legalized translation of the Bachelor’s and Master’s diplomas and their respective academic supplements, for admission to Doctoral studies.
  8. Declaration of responsibility by the applicant confirming the authenticity and legality of all submitted documents.
Note: All educational documents (points 5–7) must be legalized (apostilled or consular legalization) and translated into Romanian in accordance with the laws of both the issuing country and the Republic of Moldova.

Additional Documents Required Upon Admission

Once accepted, the applicant must present the following supporting documents:

  • Criminal record certificate issued in the home/residence country, apostilled/legalized and translated into English, then notarized. A Romanian translation and notarization will be completed in Moldova.
    Important: The criminal record must be valid upon entry to Moldova. If expired, a new version will be required before applying for a residence permit.
  • Health insurance policy (international standard), valid for at least one year.
  • Certified copies of the birth certificate and marriage or name change certificate, if applicable.
  • Certificate proving language proficiency, matching the language of instruction (Romanian, Russian, or English).
  • Academic certificate or transcript, in case of transfer or admission into advanced years (e.g., 2nd to 4th year).
  • Recent bank statement, showing proof of sufficient financial means (minimum of approximately 3,500 EUR) to support studies and living expenses.

What Languages Can I Study In?

  • Romanian – the official language of instruction in most public programmes
  • English – available in a growing number of programmes, especially in medicine, IT, business, and international relations
  • Russian – widely used in universities and daily life

Language preparatory courses (6–12 months) are available for those who want to improve their Romanian or English before starting a degree.

When Can I Apply?

In order to issue the confirmation of study entitlement by the Ministry of Education and Research of Republic of Moldova and to prepare the invitation to studies, it is necessary to send the copies of required documents,  including the information regarding travel route to Republic  of Moldova and border entry point.

After the documents are examined by the Ministry of Education and Research of the Republic of Moldova and the confirmation of study entitlement will be issued, the invitation procedure will be finished only after transferring the admission fee into the University’s bank account.

The original documents will be present at the arrival to Moldova.

Application deadlines:

  • Background courses – the 15th of September;
  • Undergraduate study – the 31th of August;
  • PhD study – the 15th of November.

Moldova offers one of the lowest student living costs in Europe. You can live comfortably on a monthly budget of €400–450, including:

  • Student dormitory: €40–60
  • Meals: €100–150
  • Public transport: €5–10
  • Internet & phone: €5–8

Can I Work While Studying?

Yes. International students in Moldova can:

  • Work part-time (up to 20 hours/week) during the academic year
  • Work full-time during holidays
  • Apply for internships or research assistantships through the university

Can I Stay After Graduation?

After completing your studies, you may:

  • Extend your residence permit for job-seeking or internships
  • Apply for employment in Moldova if you receive a valid job offer
  • Continue to a Master’s or PhD programme
  • Use your Moldova degree to pursue further studies or employment elsewhere in Europe
